Introduction: The growth of urbanization in developing countries, while increasing the urban population and expanding marginalization around cities, has always confronted them with a multitude of economic, social, cultural, political, and environmental problems. This has led these countries to adopt various policies and measures for the development of slum neighborhoods, of which the establishment of development and facilitation offices in these neighborhoods is one of the solutions.
Methodology: This study, using an interpretive paradigm, qualitative methodology, and conventional content analysis, has evaluated the role of development and facilitation offices in the community-based development of sum neighborhoods in Mashhad. The research participants included 24 managers and experts of development and facilitation offices, members of the working groups of the offices and experts of the regeneration organization. Data collection was carried out through semi-structured in-depth interviews with a purposive sampling method and a maximum variation strategy.
Findings: 59 initial codes, 13 subcategories and 4 main categories were extracted, including improving the quality of life, non-participatory and instrumental development, physicalism and functional failure. The analysis of these categories indicates that development and facilitation offices have not played a successful role in changing the living conditions of marginalized people and that multiple problems such as structural problems, focusing on physical projects, lack of resources and budget, lack or insufficient interaction and institutional coordination between organizations, constant change of experts, complexity of administrative processes and lack of real participation of people played a role in this regard.
Conclusion: The success of development and facilitation offices depends on the interaction of three fundamental aspects: public trust and participation, expertise and commitment of experts, and inter-organizational and institutional cooperation. Only by considering these three aspects can sustainable neighborhood development be created in marginalized neighborhoods and the role of people be promoted from customers to active players.
