Introduction: The main concern of this article is to examine semantic discontinuity and discursive inconsistency in Iran’s planning system through a comparative analysis of two national planning documents. To this end, the article investigates how the meaning of development/progress is articulated in the Law of the Sixth Five-Year Development Plan of the Islamic Republic of Iran and the Law of the Seventh Five-Year Progress Plan of the Islamic Republic of Iran. It seeks to show what implications the transition from “development” to “progress” has for understanding the meaning-making logic of planning in Iran.
Methodology: This study is qualitative in nature and is conducted through discourse analysis, drawing on the approach of Laclau and Mouffe. The texts analyzed include the full text of the Law of the Sixth Development Plan and the Law of the Seventh Progress Plan. The unit of analysis consists of policy statements contained in the articles, clauses, and notes of the two laws. Concepts such as nodal point, chain of equivalence, construction of otherness, empty signifier, and articulation are employed to analyze the semantic formations of the two documents.
Results: The findings indicate that, in the Sixth Plan, the meaning of development is articulated primarily in relation to foreign engagement, competitiveness, the knowledge-based economy, macroeconomic stability, and the development of non-oil exports. By contrast, in the Seventh Plan, the meaning of progress is more closely associated with the resistance economy, endogeneity, economic justice, the popularization of the economy, and resilience. Moreover, signifiers such as justice and the resistance economy are present in both plans; however, their position and interpretation differ across the two documents.
Conclusions: The study concludes that the transition from the Sixth Development Plan to the Seventh Progress Plan is not merely a change in title or a shift in executive priorities. Rather,
