Al Ghoyoob: Policymaking and Foreclosure of Living in Rasta-Kuche, Historical Neighborhood in Tabriz

Abstract

The aim of this article was an anthropological study of policy making of formal institutions and its effect on the life in historical and old neighborhoods, in the center of Tabriz city. The focus of the study was  on the relationship between institutions and local communities. Consequently, library studies and online news agencies were used  to extract laws of institutional policies. In addition, ethnography and its techniques including observation and participation were used to observe lived spaces in these neighborhoods. The outcome of the policymaking in  international, national, and local levels in the form of comprehensive programs, laws of parliament and UNESCO world sites in the last half  century led to “Al Ghoyoob” policy made by the Office of East Azerbaijan Cultural Heritage. This policy banned  construction beyond one floor and, therefore, people left their homes. Indeed, the effect of this policy is evident in corroded homes, extensive house destructions, damaged doors, locked doors, construction violations, residential heterogeneity, and anarchic condition.
