By analyzing the components of this government, we can understand what made the Hong Kong government play a key role in this developmental transition. The main question of the research is: What has been the role of the government in Hong Kong's development path and what characteristics does this government have that enabled it to guide the developmental transition? The data were analyzed using text analysis, and the discussions of developmental transition and developmental government constitute the theoretical literature of the present study. The research findings show that development goes beyond economic growth and requires radical changes in the social system and industrialization through the unique and special role and function of the developmental state. Hong Kong has also succeeded in transitioning to a relatively developed economic state by playing a special role of the state and using macro-components such as positive non-interventionism, the principle of big market-small government, very high executive and economic stability, a facilitating state, subtle and deliberate government intervention to reform and complement the market mechanism, and an outward-looking outlook. The Hong Kong government was able to lead development because it had characteristics such as a development-oriented elite selected from a relatively comprehensive group of economic, political, administrative, and business elites, bureaucratic power and high technical ability along with a meritocratic bureaucratic system, relative independence from social classes and groups and at the same time a special and purposeful relationship with the private business sector, dynamic and strong civil society management, functional legitimacy, and high ability to effectively manage non-state economic interests. <strong>هدف پژوهش: </strong>این پژوهش می‌کوشد با روش تحلیلی و با بهره‌گیری از داده‌‌های اسنادی به بررسی نقش دولت در گذار توسعه‌ای هنگ‌کنگ و چگونگی ایفای نقش سیاستگذاری توسعه‌ای توسط دولت و ویژگی‌های چنین دولتی بپردازد و با واکاوی اجزای این دولت بدانیم که چه چیزی باعث شد تا دولت هنگ‌کنگ بتواند ایفا گر نقشی کلیدی در این گذار توسعه‌ای باشد. سوال اصلی تحقیق عبارت است از: نقش دولت در گذار توسعه‌ای هنگ‌کنگ چه بوده است و این دولت دارای چه ویژگی‌هایی است که توانست گذار توسعه‌ای را راهبری کند؟ <strong>روش پژوهش:</strong> داده‌ها به روش تحلیل متن تحلیل شده و مباحث گذار توسعه‌ای و دولت توسعه‌گرا ادبیات نظری تحقیق حاضر را تشکیل می‌دهند. <strong>یافته‌ها: </strong>یافته‌های پژوهش نشان می‌دهد که توسعه فراتر از رشد اقتصادی بوده و مستلزم تغییرات رادیکال در نظام اجتماعی و صنعتی شدن از طریق نقش و کارکرد منحصر به فرد و ویژه دولتی توسعه خواه است. هنگ‌کنگ نیز با نقش آفرینی ویژه دولت و با استفاده از کلان مولفه‌هایی مانند عدم مداخله‌گرایی مثبت، اصل بازار بزرگ - دولت کوچک، ثبات اجرایی و اقتصادی بسیار بالا، دولت تسهیل‌گر، مداخله ظریف و سنجیده دولت برای اصلاح و تکمیل مکانیزم بازار و نگاه برون‌گرا موفق به گذار به یک وضعیت نسبتاً توسعه یافته اقتصادی شده است. <strong>نتیجه‌گیری:</strong> دولت هنگ‌کنگ به‌این دلیل توانست امر توسعه را راهبری کند که از ویژگی‌هایی مانند نخبگان توسعه گرای منتخب هیئت نسبتاً جامعی از نخبگان اقتصادی و سیاسی و اداری و تجاری، قدرت دیوانسالاری و توانایی فنی بالا همراه با نظام شایسته سالار بوروکراتیک، استقلال نسبی از طبقات و گروه‌های اجتماعی و همزمان رابطه ویژه و هدفمند با بخش خصوصی تجاری، مدیریت جامعه مدنی پرتحرک و قوی، مشروعیت عملکردی و توانایی بالا در مدیریت موثر منافع اقتصادی غیردولتی برخوردار بود. https://sociology.tabrizu.ac.ir/article_21874_056644cdda35cb5668a6acd209721f81.pdf
