		<Abstract>Introduction: This research is based on Configuration theory, in contrast to previous approaches (statism and marketism), and study how non-governmental and non-market organizations confront poverty. An appropriate arrangement among the three sectors—state, market, and civil society (non-governmental and non-market organizations)—offers a new approach for confront poverty. In this study, charities and nogs are considered non-governmental and non-market organizations that, despite their relative autonomy, are understood through their interactions and relations with the other two arenas.&lt;br /&gt;Methodology: This study was conducted using a qualitative method and thematic analysis technique through semi-structured interviews with 21 individuals involved in charitable and nog’s institutions in East Azerbaijan province.&lt;br /&gt;Results: The findings revealed that, according to the derived typology, The pattern of interaction and relation between charities and nogs with state and market includes four types (willing to the market, willing to the state, appropriate and inefficient), charities and institutions that interact with the state and the market (simultaneously) have an appropriate configuration are more effective in dealing with poverty than other types.&lt;br /&gt;Conclusions. This research shows that the framework of &quot; Configuration &quot; is not an abstract idealism but an analytical - strategic model that also has objective instances in the field. the third type (in interaction) is the experiential referent of &quot; proper Configuration &quot; in situations in Iran and shows that despite the structural barriers, it is possible to achieve such a model. however, the present study shows that in the present situation, legal barriers, lack of transparency, low management literacy and lack of networking and … prevent the full realization of this pattern.</Abstract>
